1. advisory in capacity building for LGAs and co-ordination of the resulting work in this technical area ;

2. Support to each LGA in review of its opportunities and obstacles to development;

3. Preparation of the section's draft capacity building proposals arising from O and OD process;

4. Development of interventions to address the opportunities and onstacles identified for inclusion in their ARISPs;

5. Interpretation and issuance guidelines on advice to LGAs and other organisations relating to this technical area;

6. Planning specific capacity building measures for any LGA as requested by them, to be included in the RS ARCBP;

7. Monitoring and evaluating the impact of specialist expertise to support capacity building in LGAs;

8. Carrying out any delegated duties from central ministies, as directed by AAS.

9. Facilitation of proper usage of public finances in LGAs.
